Ivan Danko (Arnold Schwarzenegger), a determined and very much by-the-book Moscow cop, is dispatched to Chicago on the trail of a drug dealer with big plans. There Danko is forced to team up with Art Ridzik (James Belushi), a slovenly, cynical narcotics detective. Despite being like chalk and cheese they soon learn to respect each other and work hard to bring down the dealer together.
